That was my assumption too. But you know how rumors spread, like the one where if you over pay a ticket and don't cash the check the municipality sends back. Then they'll never process the ticket and you won't get the points.

That one is acutally somewhat true. If you send in an overage for the ticket and they return the balance, as long as you do not cash it, it can delay the process of the ticket. I got a ticket in 2003 and did not get the ticket to show up until the end of 2005 and since the insurance company only goes back three years from the date of violation, I only got one year of surcharges.
i've got to imagine everyone is right. i got speeding tkts in washington state and NC and both times they got transferred to NJ, and I got points. i'd have to assume if you get a small speeding tkt, DUI will jump out of the screen as a huge red flag.
Growing up in PA I knew several people that lost their licenses in NJ/NY and so got a license in PA so they could still drive. It's illegal but it is (or was) done frequently. I think you need to do it before they actually finish suspending your license in NJ...and you have to hope that you don't get caught.
