True, or he could transfer to a bus. It's easier than going down into the subway (the light rail is underground at that point) just for one stop.

from the 66 bus inbound to NWK (from NWK goes down Broad st)it would be two stops from Washington st to Penn station and you could use any bus heading to Penn station as well
