Does anyone know where I can get certified for construction equipment in the state of New Jersey or at least tell me how I could get my foot in the door

If you're looking to go to work as soon as you're done training, you may want to look at a different field where 25% of the current workforce isn't sitting at home collecting unemployment currently....

I have heard its hit or miss I usually see them doing work on the parkway among other places

From some one who has " Been there, done that", the ones you may see working on the parkway etc are pretty lucky. Like most unions, the 825 is a lot of winks and son in laws. So keep in mind, there's not much work to go around these days. You may wind up at their training center day after day for months on end.
I'd be surprised if they were even taking in new apprentices this year.
Not to knock your goals by any means but best you know what it is.

This holds true for most of the construction unions in NJ.
Over the past few years local unions have been combined into larger regional unions and that leaves "those in the know" getting the better job opportunities.
With big industry moving out of NJ most of the large construction projects are govt. projects and since the govt. is broke not much work going on there.
If the housing industry ever picks up there will be opportunities in home construction for a limited number of skilled Americans but the majority of house building is done by less talented but more eager to work immigrants, legal and not so legal.
