If no one reports it, then I suppose they can. There was a house in my neighborhood with 14 people living in it. Someone reported it and the next thing we knew there was a "for sale" sign out front.

My boyfriend has apartment and many one or two nights a week I might sleep there with my daughter. She has her own bed in his room. Can the state do anything if the house that we actually live in she has her ownroom

Why does she have a bed in his bedroom?
Can't she sleep on a couch in the living room?
If there's a second bed in his BR, that could be a problem. Good luck explaining it to the code enforcement officer or the judge. Fines are steep.

can't say for sure what NJ law says. Here is some information on the topic, and at the bottom of the page, it says who you can call at the state of New Jersey if you feel you have been discriminated against, depending on what county you live in.
