can anyone enlighten on me as to what a 504 is.......

"504" is slang for a plan in school that is put together to comply with Section 504 of the Rehabilitation Act and Americans with Disabilities Act. Basically, no one with any physical or mental handicap may be barred from participating fully in federally funded programs like school.

In the school setting the "504 Plan" will detail what accomodations that student needs in order to overcome their disability. It could be something as benign as extra time to complete a test or something as major as requiring a full time aid.

The nice thing about a 504 is that is can be for a certain amount of time. An example would be a student who needs to leave early from classes because they are on crutches, a student who must use a computer because their handwriting is hindered/incapacitated by an injury. The student on a 504 may not have any other hinderances to learning except for a temporary disability. The other nice thing about a 504 is that it allows for student's with chronic health issues (IBS, Crones, asthma, diabetes, food allergies) to be recognized and adaptations and flexibility can be provided to the student so that they can maintain their education in the least restrictive environment.

The 504's are much less intense than a complete IEP, and can be adjusted, modified and discontinued more easily than the IEP document.

wondering if a child with anxieties and depression would be a candidae for this

You would first need an actual medical diagnosis from a doctor. After that you would need to talk with the schools counselors about the diagnosis and what accomodations you think would help and what they can offer you. In a case like that, the school will probably want to talk to the doctor or have the doctor make some suggestions about what accomodations could help.

The law is very clear that mental issues are just as covered as physical handicaps. Kids with ADD, ADHD, etc. get these types of plans all the time, so I would think anxiety and depression could as well, assuming they were actually diagnosed by a doctor.
