It's hard for a traditional-type state like NJ to come around to legalizing pot. CA can't even get there yet. Heck, if NJ does where are all those NJ cops gonna get their extra pension money from when they have to stop giving out summons for weed?
the most powerful players against legalization are the criminal justice group. police, corrections officers, lawyers, judges & their supporting staff and their unions/trade organizations are the ones lines up to oppose legalization efforts. its a matter of money, not what's "right."

Decriminalization means possession is still illegal but only punishable by a fine. Distribution would still be a serious crime. This means we retain the entire black market of illegal distribution but now with more demand.

I see that I missed that you were saying that tax paying businesses working with police was a good thing. I thought you were suggesting it was a bad thing. a lot of people I interact with would see working with police as a negative.
im not really sure what the best way is to regulate drug use. alcohol is legal but there are age and other restrictions. you also have dwi issues. but I am 100% sure that users shouldn't be put in prison.
