New Jersey. Free to enter, but pay to leave.
Ever notice the tolls in NJ are free to enter but they charge you to get out?
Similar with NJ exit tax. Why do you have to pay to leave NJ?
Okay, I know one way out, leave by crossing into upstate New York!

There is no NJ exit tax. People just don't understand how it works.

You answered it yourself--you have to pay to cross water. Jersey is a peninsula, and the only way out that's not over water is by going into upstate New York. Of course that still doesn't answer the question of why you only pay when leaving, but on the eastern side, it's likely that there's more room for tollbooths in Jersey than in New York City.

round trip to either NJ or PA you only pay one toll (Unless you go Goethals-Verrazzano) then each bridge charges you one way

There are many toll free crossings across the Delaware River other than the toll bridges.

You can cross over the Delaware River into Pennsylvania along the original alignment of I-95 without paying......for now.

There's also the "Trenton Makes, the World Takes" bridge at Trenton.

Calhoun St bridge, I-95 Scudders Falls bridge, Washington Crossing bridge, New Hope-Lambertwville free bridge, Stockton, Upper Black Eddy, Frenchtown, and several more, I'm just listing these without researching.
Also there are numerous regular roads between NY and NJ along the state line from TriState point to the Hudson River.

The exit tax to which you are referring is a Realty Transfer Tax, which is not limited to NJ, other states have the same tax. It is 2% on "consideration" of sale, not profit. If you are remaining in the state, or have not become a resident of another state and plan to file a NJ income tax form, the same year, you don't pay it. If you haven't lived in your house for at least two years, you will have to pay capital gains tax.
