I'll bet they are running the old diesels on the Corridor line. In all honesty that line is their most crucial as it is also freight and Amtrak (not to mention has the highest ridership) so it makes sense they'd get that one running first.

The casino's are a lot more then just casino's. They also happen to be very large hotels with extensive facilities and ability to feed and house people for extended times. There are a lot of people working and providing services down the shore. Given that most of the hotels and motels along the coast were pretty much wiped out, the casinos will give companies a good place to let their workers stay and still have ready access to the impacted areas. Additionally, people who are now homeless and had the money, they could setup there comfortably for awhile if need be.

They also employ thousands who will need to get back to work to pay their bills.
