No, that is not what happened. And your definition of the word shady is incorrect.

They didnt allow the opposition to speak, which led them to walk out. Since they didn't have enough members for a vote after the opposition walked out, Booker, who was conveniently on hand for the first time ever, voted.

Knowing Sharpe James, I would guess this probably was for the good of Newark, but it has shady written all over it.

I did read the article you linked and have read other articles relating to it prior to this thread. I also saw coverage on NBC yesterday. Nothing points to anything being shady. He followed the law.

I don't even like Booker...

Reading a few articles on the incident, it appears both legal and shady. Legal in that Booker fully had the law on his side, and the vote already favored his candidate (4-3, with one abstaining) before casting his own, but shady in that he voted and cut out without an explanation to the city or media since. Also the council appears completely split by race with Black on one side and Latino/Portuguese on the other, which can't be good.
