The people who said they would take on the job, don't show up.

What I need done:
1. That plastic insulation put over my windows.
2. When we renovated out kitchen we had an under cabinet microwave. The contractor never removed the microwave when applying the backsplash. The microwave broke last week and now there is a nice square piece of sheet rock.
3. Some "handyman" type stuff here and there.

I have tried to hire a legit company with no luck.
I've had the same problem. I've called handypeople who have ads that say "No job too small" then I call and they say "that job's too small, call me when you have 10 of those jobs".

Handymen/jack-of-all-trades usually handle the small jobs that "regular" contractors won't. I'd start there.

He already did that, and ran into the same problem I did when I called "no job too small" handymen:

"I have called many companies and the responses have all been the same. "What you need done is to small for us."
The people who said they would take on the job, don't show up."

So people who look for unskilled labor are automatically illegal immigrants?

Yes - the contractors who hire them are Un-American tax avoiders. I think the IRS should prosecute them all.

So you know this for a fact? You've gone to every single place in this country where they wait to be picked up and checked all their immigration papers?
