Does anyone have any insight on this process?
Is it through the state or local municipality?
The state website doesn't have much info except for listing training courses.
(Do you think the training courses or a prerequisite, or something they put you through after being hired?)

911 dispatch is often handled at a county level. I would recommend browsing the various county websites and taking a look at their public safety departments. I don't know anything about training, but if you contact them they can probably help you.

What do you mean by "handled at a county level"? In terms of what? Most towns (at least in North Jersey) have their own dispatchers located within each town (often at the town's police station). I used to be a volunteer firefighter so I'm pretty familiar with it.

The Record: Central dispatch - NorthJersey.com

They have an operation equipped to handle all of Bergen County in Mahwah. For what that's worth.
