I am thinking of opening a mexican restaurant similar Chipolte in Warren Township. How is the township to deal with permitting and construction. Is the enough local people who would be interested in going to a mexican restaurant. Also for people who work in the area, where areas do you go to lunch.

It is not your typical Tex Mex that so many seem to like.
Permitting in Warren Twp. can be difficult. depending on how connected the building owner is where you are renting.
I worked WT for twenty years and in the beginning the building dept. was great then came the new inspectors with no construction experience only a diploma from "inspector school"
There's basically no Mexican food in the area besides what PDD mentioned, short of driving all the way down the hill and going to Dunellen/Plainfields, which most people in the area are not going to do. And a Chipotle-esque place would probably do great.
You need visibility. I would be wary of opening up in something like the strip mall where Hunan Tea Garden is (or the other "set back" malls north of the town center). The location is fine to get to, but you'll have a very tough time getting the word out that you exist as not many people go in there and will see it. Aikou on the other hand, everyone knew about before it even opened, because it's highly visible, same goes most things in the A&P or Kings shopping centers.
Major employment centers are really Technology drive/Powderhorn and Citi right before Rt 78, both on Mt Bethel Rd, and the large corporate complexes by the border with Martinsville (Chubb, Affinity FCU, some others). There's also a large number of smaller offices/buildings along the main roads near the center of town as well, doctors and other firms.
I'd say most people in the complexes off Mt Bethel Rd go to either the center of town, or Dewey Meadows (just across Rt 78 in Basking Ridge) for lunch. The people from Martinsville tend to go to either the center of Martinsville (Joe's Pizza area) or to the places to eat right in the strip malls right next door.
Also, it should go without saying, considering Mexican restaurants are not usually huge, but do not even think about the old King George Inn property on the corner of Mountainview + Mt Bethel, it is falling apart.
As usual, good luck and I hope you know what you're getting into, but I'd say that overall it should be a good area for what you're looking to do.

With all due respect, that statement is simply not true. There is a good (Sanoran style) Mexican place located in Meyersville (Gillette) just north of Warren called Casa Maya. It is small and a little "kitschily" decorated but the food is really good. CasaMaya - Gillette

That's not really close to or convenient to most of Warren though. 15 minutes away is far for that sort of food, especially given that would be more like 30 mins from 5-7pm.
