Your not going to get all that in LBI or Forked River.
Toms River's congestion is not the only problem...it is all the senior citizen's on the road. I lived in Lacey (Lanoka Hbr) for 26 years. Toms River & Berkeley became the senior citizen capital of nj. I stopped going to the grocery store during the day because of all the seniors being dropped off by the busload...you couldn't navigate the aisles with them all in the middle. I am almost a senior now and I would not want to be on the road with all the 80+ drivers in such a small area. I cannot tell you how many accidents and near misses I saw by seniors who barely see over the steering wheel. Forked River has everything Toms River has EXCEPT all the seniors.

Well depending on how much money you have I'd go for Spring Lake. It's beautiful but very expensive. Point Pleasant is very nice too.
