Its safe , but finding a house can be hard...the nice ones are rarely on the market. The ones that are , need a lot of work....but its not extensive , its mainly exterior...and yard.

how many blocks can you go before it turns sketchy or downright unwalkable after dark? from the crime maps i've seen it looks like it could be as little as 4? not to comforting...

I would go up and ask the residents...thats your best bet with any Urban area...they will know all the positives and negatives of that area...I personally only know the Ironbound at night which is quiet same with Harrison , Kearny and Belleview....but I don't know about Forest Hills at night although It can't be that bad considering its bordered by quiet and stable or up and coming areas.

i've spoken to a couple of residents and i get the feeling they might be downplaying the crime a bit. i.e. somebody told me about a missing cat. a cat? come on , it's newark! on the other hand, when i look at some crime stats (via trulia) in a 4 block radius of where i'm thinking of buying, i get this:

Forest Hill is like any area of Newark (or Essex County or Jersey City or Brooklyn for that matter). Nice area is surrounded on all sides by bad areas. A couple of blocks can make all the difference.

I'm trying to picture the area geographically in my head. I believe some of the buses feed into the NJT Broad Street station, and the buses are free when you have an NJT monthly train pass. So it might be easier than going all the way to Newark Penn.

This is only if you're heading into Midtown, though. For Lower Manhattan, going to Newark Penn for the PATH is your best bet.
