I suggest look at Secaucus. We rent currently in Harmon Cove Towers it has all the amenities you are looking for and it is 30 mins to Port Authority/Penn Station. Also there is a free nursery/play area inside the building and 24 hrs security. You can easily get a good 2bed/2bath updated apartment within your budget. There are plenty Indians in the neighborhood. You may not need a car initially but eventually yes. JC is 15 mins car ride from here for Indian groceries. There is a bus service from Secaucus to JC too but will take longer depending on traffic. We lived in an extended stay in Secaucus for a week and wouldn't recommend at all. It is a pain. How much is it inclusive of heat , water, maintenance , electricity and miscellaneous charges?

I read a bit about water logging issues out there? do they still persist?

Rent somewhere between 2100-2200, no water bill, its just electric here on an average $100 a month, upto you if you want cable phone etc add another $100 for it.
