As always, it depends on your life style and what you consider rich. You could feel very rich or very poor.
Unless somebody lives a lifestyle of deprivation, I can't imagine anyone feeling rich on that income.
I think it would be more accurate to classify this as middle income, but a lot has to do with whether or not that person has dependents to support.
Lower middle. By the time your deductions and taxes are taken out, you are looking at a take home of about $31,000. That is not much no matter what county you live in in NJ. To get to solid middle class, you will need to add a second salary.

if that's your combined family income, ill choose lower middle.
Judjing by personal wealth, I am dirt poor. But since I live with my parents currently, I would classify as a middle class person. That's about to change however.
Of course, to someone with a Rolls Royce Phantom, even an S-Class seems low brow.
Depend on your town, there are towns in NJ, $100k is upper middle class, like newark.
