I read through all the comments. I don't get it, are you attending the New Brunswick campus? Why would you consider living in Newark or Hoboken? The commute would be horrendous.

Also, it's seems pretty clear based on the comments that Rutgers is a better choice than Seton Hall.

Seton Hall is very expensive, if you can get it for free, I would be pick it over Rutgers.

If you want a new building but, don't want to spend a crazy amount of money and be 5 minutes away from campus:

You can consider the Ironbound section of Newark. It is completely sectioned off from Downtown Newark (the train line and route 21) divides it. It is an immigrant population with some of the best restaurants in the state, mostly a Portuguese and Brazilian neighborhood.

My impression is that Seton Hall is popular in Catholic circles. My impression is that Rutgers is a better school. I work 2 blocks from Rutgers in Newark, the area is safe, but a bit boring. Heavy police presence here. You will need a car in NJ and $1300 is enouph to rent 1 bedroom in more or less good area with in 20 min drive from school.
