That's been state law since the 50's. It's never been 20 feet unless authorized by ordinance. A crosswalk can extend it. 39:4-138. Places where parking prohibited; exceptions; moving vehicle not under one's control into prohibited area.

That one makes no sense. There is no such statute as "Failure to Stop" in that sense. There is Eluding which doesn't apply, Failure to Obverse Officer's Directions which pertain to Verbal or Voice. Failure to Stop in reference to a Stop sign doesn't apply. Failure to Yield to Emergency Vehicle? Nope. What is the statute number. As far as jail time, forget that. It's never happened.
I'd suggest contacting the court violations office, have the summons numbers available and enter a plea of Not Guilty. That will give you time to investigate the area and the stated speed limits. The posted speed of the area you were timed and not the location you were stopped is the area of concern. That should be the location lasted on the summons. Anything other that 25, 35 or 50 must be posted for the speed limit as per ordinance.
By the way, this was the town's reaction after their shamed officer's comments. Don't work to fix the problem, work to prevent getting caught. Says everything you need to know about that dump.
According to this link, there are towns in Missouri that derive up to 40% of their income from fees and fines collected from the courts.
Now, I'm all for penalizing those who break the law, but 40%??? That seems way out of whack, and it puts an undue burden on cops to ticket EVERYTHING that moves. As that article says, cops aren't serving and protecting; they're generating revenue.
Regarding the OP, that really does sound like a rogue cop. Pretty messed up. I'd say you need to throw some money at an attorney and get some legal help. Everyone hates attorneys - until they save your bacon.
All those tickets ? get a lawyer and be prepared to pay $$$$. Consider it a tax.
Most traffic tickets are plea bargained down if you contest them.
You can risk seeing the Prosecutor yourself and get a plea or pay a lawyer $400 and he'll do a better job.
I have a full-time running front + rear mounted recording camera. It has timestamps of all events. If a cop does that to me, I'd tell him I will see him in court. I might take the recordings that I have a call up a lawyer and see if the cop broke any ethnics law. I know they can get away with writing any phoney tickets.
