believe it or not, i think your issue will be dogs on the beach more than your price. i'm not aware of any beaches that allow dogs, maybe someone else does.....

Thre are some beaches that allow dogs Off Season. There is only one that I found that allows dogs year round on lead which is Brigantine Island (I don't know anything about it).

About 8 years ago I wanted similar but ended up in cape cod with a lake front house.
