You're both right to some extent. Over 10,000 people per day commute from Monroe County, PA into NJ/NYC for work via I-80 (hence why the Scranton-Hoboken commuter rail is moving "full steam ahead", pun intended). I forget what source I had used, but I can recall doing some research that indicated that more than half of the residents in Monroe County were originally from "elsewhere in the Northeast" (likely just NY or NJ). It stands to reason that due to the scarcity of high-paying employers here besides Sanofi-Pasteur and the Tobyhanna Army Depot that a good chunk likely commute back into their former areas to work. The sprawl is only getting worse and worse as the growth rates continue to pick up steam.

Of course, reading this post, I had to construct a map of data I compiled from the Census, which collaborated with Texas A&M on a traffic survey.



I suppressed a lot of the labeling, for instance, I only labeled the county commutes that were in the lowest count class.
The amount of time this one took was staggering. Doesn't look like much, but very complicated.

In spite of what many may purport to believe, it seems by the data I compiled here that most commuting still happens inter county, and not county to county.
