$75 from NYC to Hoboken sounds about right for a yellow cab.
I took an Uber from NYC to Jersey City a few weeks ago and paid around $55.
The PATH does not shut down unless there's an extreme weather event / flooding. Likely what happened was that you had to go through a different entrance to get downstairs to the station. They close a few of the entrances late at night.
For future reference, there are jitneys that run from Port Authority to NJ most of the night. The final jitney from Port Authority to Journal Square in jersey city leaves at 1am. After that, I believe there are still jitneys for other destinations that line up outside the terminal near the corner of 42nd and 8th ave. Some of these jitneys go to Paterson, but they will still drive through Union City, where you can get off and then cab/Uber the rest of the way. Ask a jitney driver if they will drop you off in Union City and it will save you $$ next time.
