9am is a little early, I think. On LBI, the lifeguards don't show up until 10 or so. People begin to wander in after that to set up chairs and umbrellas. The early crowd usually consists of just a few people taking a stroll or a run. Pretty deserted until closer to 11.
better topic- what your favorite FREE public beach. I only go to beach in SC or NC- they actually pay you to go to the beach there...it's like the set of Baywatch. This one beach in NC I went to imported a chef from Japan to hand roll sushi for you from your day's catch....he had a stand right at the break of the waves...free beer too....
We visit Keansburg but never have used the beaches there - there are bathrooms on the 'boardwalk' area but the rides do not open until 11am/12pm. So you were probably too early. Keansburg charges for parking at the meters and in the huge lot but the beaches are technically free. There is also Union Beach on the bay that we really like - there are port-a-john's there but no formal bathrooms, so if you go there be prepared. We bring a couple gallon jugs of water to rinse the kids feet........
The Bay Beach in Ship Bottom/LBI is free and has Life Guards - I think there is a bathroom too; but not 100% sure. We didn't have our beach badges when we were there and no one asked to see them.
Another good tip someone gave me years ago when my daughter was a toddler--bring a container of baby powder to the beach. Sprinkle it on a sandy kid--sand brushes right off.
My favorite public free beach is any free beach in sea bright and Monmouth beach, the parking lots do get full quickly very early, I normally go one day during the week and very early on Sunday, I do not have kids and only go in up to knees so I don't really need the lifeguard, as for the bathroom, Monmouth beach only has a porta potti in the parking lot but I don't normally have to go that bad to use it, I'll hold it in..

Loch arbor in deal ($10 for adults) has been nice the couple times I went this summer, but I haven't been to any other spots except sandy hook and seven presidents in long branch (which was way more crowded)
IBSP and Seaside Park. Asbury also for quick day trips. IBSP and SP are like 20 miles further south.
