Good question. Many of us have not tried that because obviously many of us have not had an Indian drivers license.

If you do not get good answers here I would suggest asking insurance agents since you are required to have auto insurance also, it is mandatory, so insurance agents would know also.

To answer your question. You do not a driver license to buy a car. You need one to drive a car. I don't know much about Indian licenses, but there are international licenses that are recognized by many countries.

You must have an International Driver's License to legally drive in US and purchase a car. The International Driver's License must be obtained in India, not US.
Many auto insurance companies will not insure a driver without a US license or they will charge a premium price to insure one with International Driver's license.

Since you live here now, you need to get a NJ Licence.

As a visitor in a foreign country, a IDP is valid. However, you have moved into the state. so the 60 day requirement now affects you. Your home country license .

This might help.

The fact that obtaining the required motor vehicle insurance would probably be impossible, you might as well start the process of obtaining the NJ dl.

A NJ license is required (along with NJ insurance) to register a car in NJ. Hence the auto dealer cannot sell you a car (which he registers for you at a cost so you can drive it home) because it cannot be registered in the state.

Sorry, but I couldn't buy a car here with a Colorado license.

Dealership held the car for us -- we settled on the price -- but either my spouse or I had to get a NJ license before we could close the deal/take it. Also, the car has to be insured on the spot -- can't leave with it -- not the case in most other states. The dealership called our auto insurance company in front of us and added it to the policy.

It's not but if you plan to drive it home, it needs to be registered for NJ. I am sure if you want to pay cash for the car and have it tow to your home without registration, they wouldn't need your driver license.

Why not go and take the test to get your NJ license?
