I seem to recall Maywood and Rochelle Park were nice areas for a young couple. I'm not sure 1k will get you much of anything in Bergen County where you would want to live, however.

Well then you better pick a place that is with a few miles form the airport, because the traffic is heavy in that area.
I would not look West. Rather, I would look at the towns South off of rte 17.
Wood-ridge, Carlstadt, East Rutherford, Rutherford and Lyndhurst.
Also, look at a bit higher than 1k per month.

Not having been in NJ for a while, and looking at the map at neighborhoods I used to know, how about Nutley to the south on 17 or in Fair Lawn or Hawthorne up 17 and west on 4/208? The northern part of Hackensack and the township of Teaneck (both 17 north to 4 east or even local roads, perhaps) may not be bad either, distance-, neighborhood- and cost-wise.
I agree, the 46 corridor is nightmarish. The 17/80 and 17/4 exchanges are no better, although the 17/4 has fly-away ramps, don't know how that's working out...
As far as traffic, you may have these 5 towns at a 20 minute limit on a good day, but any accident on any highway in NJ could have you desiring to get a joe in a coffee shop and wait it out there. Check the I'net paper listings for accomodations and maybe we can reflect some ideas you get from reading them - the Bergen Record can be accessed off the Internet and has listings for Northern NJ.
I live in Rochelle Park and it is a nice town to live in. Close to all the malls. You'd be about 10 minutes or so from Teterboro without traffic, probably 20 minutes in the thick of rush hour. I'd also look in Hasbrouck Heights. $1700 is a good amount to spend on a 1BR.
