I'm moving to a townhome in Wayne and I want to replace the existing kitchen cabinets. Do I need a Certificate of Occupancy or permit? I'm not remodeling, just replacing what is there.

If you're renting than you'll have to get permission from the owner of the town home.
If you're already living there, you already have the CoO. Typically, a renovation under 50% of the room does not require a permit (check your local laws), but cabinets are considered furnishings, like a couch or table, not an integral part of the home.
I've never heard of needing a permit for cabinets.
If it's inside and it's not touching plumbing, electrical, HVAC, or structure (ex: moving a wall), you probably don't need a permit to be doing it. That said, you can get these sorts of questions answered definitively with a couple minutes on the phone or a stop at town hall, so if you are doing future renovations I would encourage you to just ask the town if you need a permit.
Generally speaking, since you're only replacing existing cabinets, you don't need a permit. If you are doing any modification of existing walls, wiring or plumbing, you may need to have an inspection. Contact your township/city or county inspectors website or office.
