Can someone please tell me about Basking Ridge's stores (grocery, drugstore, Home Depot etc) and the restaurants? We saw the downtown area but it seems very small...

Uh, this is not how it works, If you want less taxes you simply move to an area or state that has poor school ratings.
The reason to move to Basking Ridge is to get away from shopping centers and enjoy some fresh air that you get with living on larger lots up in the Somerset hills.
15-30 min drive will get you all the stores and shopping you want.
