I'm trying to find a place near NYC, so my girlfriend can get to a job in the city, while I'll be working at Rutgers University New Brunswick. We'd like to get by without a car, or at least downgrade to 1 car. We'll probably have a budget of about $2,000 / mo. Does anyone have suggestions on cities / neighborhoods?
That would put me right in the middle. Try Cranford or Westfield also some decent areas in Linden, Close to transportation, good eats, safe neighborhoods. Are you looking to rent or buy?
The only parts of NJ where it would be fairly easy to live without a car are Hoboken and maybe Downtown Jersey City. Both are very nice urban places for young people to live and are within the reach of your budget. You can take PATH trains to Newark and transfer to NJ TRANSIT trains to get to New Brunswick. When I was a grad student at Rutgers, many people in my program did this. The total trip time seemed to average about 1hr 15 mins. Your girlfriend could take PATH to NYC in a matter of a few minutes.
Alternatively you could live in New Brunswick or Highland Park (nice town across the river, walkable to Rutgers' College Ave campus). You could walk or bike to Rutgers and your girlfriend could take NJ TRANSIT trains to NYC (trip time 55-65 minutes to NYC Penn Station).
The third option is to follow Sergio's suggestion and look into towns in Union County such as Cranford and Westfield. Those are very nice suburban towns with Main Street business districts. You would commute to Rutgers by driving and your girlfiend would take NJ TRANSIT trains to NYC.
The best option depends on the lifestyle you want to have. If you want super urban, go with Hoboken or Jersey City. Heck, you could even make the commute to New Brunswick work from the Chelsea area of Manhattan. If you want the collegiate atmosphere and urban but in a very small city, look into New Brunswick (or Highland Park if you want more suburban but still nearby). If suburbs and cute Main Streets are your thing and you want to have a more equal commute burden with your gf, look to Union County towns.

how many beds? will you need any schools? There are single family home for that or condo .
Woodbridge,Metuchen, are both next to the train station and with in walking dist. condo have bus to the train stations as well. you can down size to one car here.
