You can always just ask too. "Are you illegal?" If they say yes/si, they get deported. If they say no, they can stay.

It's similar to the tried and true litmus test for potential terrorists: "Are you Muslim?"

They should save time and money and put the judges out in the streets. Street Judge, if you will. Maybe give them motorcycles.
