I can't help with Summit, but you can park at Murray Hill for $7/day or get an annual permit.

If you're not a resident of Summit, you have to pay $10/day. When I go to the city, usually for leisure, I park in Summit, usually get there around 10 or 11am and I've always found a spot to park. I imagine if you get there during normal commute hours, you won't have a problem.

There is also a bus park and ride on Springfield Ave in Summit before the Route 24 entrance. The lakeland bus takes you to Port Authority.
