As Wiley said, if you never had a permit, you're fine, but since you said you had pulled electrical and building permits, it comes down to whether those permits ever got final inspections and were closed. Based on the fact that having the building inspector in the house for an inspection of the work would have raised the red flag on not having a plumbing permit, I'd say your permits never got closed, and you're going to have a mess on your hands.

She needs to call the original contractor - I'm sure he doesn't want to lose his lovely NJ Div. of Consumer Affairs lic. : ))) That's what I would do - call him first, see if he ever finalized the inspections..if he did, he should have stickers at least? if he didn't he's an idiot and he should follow through if he is a reputable contractor!

Trust me it does depend on the town inspector for your CO! We were selling our townhouse, we did NO work to it at all after we purchased it. When we went to sell it the town inspector was so picky on little stupid things.
The previous owners had the garage converted to a family room, they had NO problems getting their CO when they sold. Well it turns out they never got permits for the work - guess the town inspector at the time didn't care or they knew him. We had to pay for permits even though we didn't do the work. This guy found stuff wrong with everything!
When we sold our home, we had no problems at all - but that was a different town.

If Howell takes any of their cues from Manalapan when it comes to issuing a C.O., get ready for a big headache. I know 4 people that have sold in Manalapan within the last two years and they all have horror stories. I live in Freehold Township and recently did work to my home. Since the inspectors in the township were so busy with the additions to Centra State and all the new development going on, they use the building inspector from Freehold Borough on a part time basis to help out. I was fortunate to get him and had no problems at all. Good luck to you.
