New Jersey has the 6th highest income taxes in America.
For the top ~10% income. For a family of 4 in NJ, not even close if you make under 100K. Head to other states and see the top rate hit at under 10K income. Never mind the states that have city income taxes.

According to what I was able to find online, Newark schools spend more than $3,000 above what our district does. Sounds like "ghettoes" aren't spending wisely. Our school is trying to raise money for air conditioning, and we have a 'cafegymatorium', yet we manage to do pretty well in educational terms. I'm very skeptical about how much money these districts need.
Last I read was Camden received apprx 30K per student. Chew on that for a while.
