I think it is pretty safe to say. As we learned from Corzine, when the person negotiating public workers contracts for the people, is not on the side of the people, but on the side of the people he is supposed to be “negotiating” against, town budgets go up, not down.
Of course, Corzine was literally in bed with the union leaders, while Murphy is only figuratively in bed with them. (As far as we know)

NJ Residents and Retirees cannot afford higher property taxes. Why would you vote in someone who said he will? Do you think anything good will come from becoming a Sanctuary state ? Retirees get ready as more of your pension check and SS pays for taxes and free stuff.

One of Murphy's campaign promises was that under his leadership the NJ economy would grow enough to where any tax increases would have a negligible effect on the citizens.
I can't feel sorry for those who have lived here the majority of their lives thus are well aware of NJ's insane taxes and their perpetual climb and yet, after choosing to retire here despite it, spend their time boo hoo-ing about it. While I hate how expensive taxes are, none of this is new information. No one is stopping you from moving.
Seniors can freeze their property taxes so I don't think they will increase at all except for high income seniors.
70K is not a lot of money.
