Default Information needed about south toms river

I am looking to buy a house and noticed some affordable ones in South toms river.I know this area isnt exactly highly respected on this forum.Is it really bad?
Hows the neighborhood just south of route 9? (see link below)

I live about 15 minutes south in Lacey, and I am not a fan of STR.
I would rather go a bit further south in Bayville or Lacey (Lanoka Harbor and Forked River).
Do you have kids, because the school system matters as well.
