I would call and explain the situation to your insurance company. I think they need to know of any accidents anyway. But I think it would be cheaper for you if you let Insurance company handle everything than getting to court.
I had reported to my insurance company the very next day. I have collision and uninsured as well but will not be filing the claim with my insurance company but I have kept them informed of all the updates including the claim denial by Liberty Mutual.
Puts you in a spot somewhat because you could go back to the fuzzolini (police) and report their insurance status or you could try to work some deal with them. Im wondering if it would raise your insurance at all if you went through yours as "uninsured motorists coverage" is usually part of every ins policy.
From whatever I have checked online about them, it seems like I will get zero dollars from them. But I am still going to try. I have mailed today by certified mail with return receipt to both the teenage kid driver and the dad/owner for any other insurance info or whether they are willing to pay out of pocket.
If I went through my insurance not only I have to fork out the deductible but my insurance premium might go up. This really does not make sense. While I drive around with a damaged car, they still continue to drive around without insurance even after being involved in a traffic accident and with a police crash report.
If you go back to the police within a certain amount of time I believe but not certain its 30 days, they would usually fry the driver and or car owner, they would lose their license for a year I think and a heavy fine and surcharges for 3 years, but that won't help you except to use it as a leverage point for them to pay your damages.
You could put the claim on your collision, less the deductible. Then your insurance company would go after the other driver after they collect from the other driver, they should reimburse you the deductible. Also your rates shouldn't go up, since you weren't at fault, you could probably fight it if they do. You pay for the insurance, why should you do all this letter writing, etc. that's some of the things you are paying for.
Also keep in mind that assuming you got an estimate for the damages, if they find some hidden damage, your insurance company would take care of it. If you tried to go back to the at fault driver they might think you were trying to extort money from them.
You could also drop a hint to the original driver that it hurt when you turned your head, and were thinking of seeing a chiropractor. I got rear ended a few years ago, about 2 weeks after the accident, I got a letter in the mail from an attorney willing to represent me. In the envelope was a copy of the police report and a flyer for a chiropractor nearby.
I would definitely turn the false claim of being insured over to the police.

This is what is bothering me. The teenager kid is probably still driving on the streets hoping that they can pull off this cancelled insurance thing with the cops again in case another car is hit next.

I called the NJ MVC to ask about the procedure. According to them I need to go back to Fair Lawn and file a police report about the canceled insurance. I think NJ MVC/DMV has no mechanism for accepting complaints about uninsured motorists.
If I do end up filing a police report, this will be my first time !

I am planning to go a body shop this weekend to get an estimate. Though I am not sure if they would remove the bumper to see if anything else under it is damaged. I hope they do remove the bumper.

An adjuster wouldn't remove the bumper probably. A body shop might but if they don't they'll have a disclaimer in the work order specifying the possibility of finding more damage.
My oldest son was hit several years ago by an uninsured driver in, strangely enough, NJ. Same scenario as you, claimed to have insurance and produced the documents. He ended up using uninsured motorist coverage to fix his truck. I know it didn't raise his rates because he was on my insurance.
He was, however, out the deductible. The other driver filed bankruptcy so even a civil small claims case wouldn't have recovered it.
