But if you can pack in kind of briefcase or suitcase size/shape, then I don't think it should be an issue but probably you might to travel standing. And how do you plan to transfer at Secaucus daily? Lug it around? Plus trains at Secaucus could be crowded.
Why don't you use Citi bike in Manhattan?

Looks like I found an answer to legality. Foldable bikes are always allowed. From NJ Transit site: Collapsible bicycles are permitted on all NJ TRANSIT trains at all times.
Transferring should not be an issue, these scooters are really compact.
Thanks a lot for mentioning Citibikes, I completely forgot about those.
I guess now I would like to see if anyone here is actually using those things and what the experience is?
