Haha..Windlass is far from what it used to be

Hey fall..Oct..leave turning time ..there's plenty of places in Warren, Sussex & Morris counties..haha
I guess I'm in the minority when I say to just let it go. It might impact relationships within the office/working environment long term. $8-9 bucks is not that big a deal. It's a small price to pay. I would just chalk it up as a loss and be more preventative the next time when the situation presents itself.
Maybe not to you, but to me it would be worth demanding it back -- nicely, of course . Letting slide go marks you as a patsy to be taken advantage of repeatedly. Most people are too decent stiff a co-worker intentionally, but if OP cares enough to post here, it bothers her enough to affect the relationship among coworkers. Maybe she should point the morale factor out to the deadbeat.
Here is how I would handle it, I would go up to the person and say " I guess you forgot to give me the $9 for the lunch from yesterday' so i'm reminding you.
I agree with Diane. A simple reminder with an "out" for them to save face. If you still don't see any money soon after that, start with the bad mob collection jokes, or email them a fake collection notice, or a fake IRS notice of unreported income from unpaid lunch debts. Keep it light and "fun", but keep it in front of them.
When a month has gone by and they still don't pay up, feel free to be nasty to them and make a point of not paying for lunch anytime they are included in the order.
Before order is placed, collect all monies, plus tip for delivery. Tell whomever seems to busy to pay, that you cannot place their order because you have a major work project, and will be to busy later to collect payment.
