Given the criteria, probably the minimal residential locations in downtown Newark and the lack of anything other than the Prudential Center. When there's no hockey game going on do you ever just drop by Newark?
Cranford as a lone entity isn't that good. There really aren't any good bars and the downtown is smaller. I consider downtown Cranford a tandem with Westfield.
Jersey City (and Hoboken for that matter) doesn't really count in my mind because it's an extension of NYC. So, it's like saying Park Slope has a good downtown.
My pick for best would be Montclair.
I would include downtown Palisades Park but that is obviously a personal preference. But it definitely offers something very different.

I disagree. It's not like people from NYC are coming to Hoboken or JC to visit their downtowns. However there are plenty of people in NJ that travel to JC and Hoboken to go out, so it seems legit to me.

That's definitely happening more so than when I lived there.
Grove Street has a pretty hoppin restaurant and hipster bar scene and its pretty easy to get over there. I think there's definitely people that would come over from Manhattan, though I'm not in that scene anymore.
If I were to agree with you, then Jersey City wins by a landslide. It has the best bar scene of those towns by far, probably the best restaurant scene, has waterfront views of the city, a shopping mall, and you can get into NYC within 10 minutes.
I don't see how any other city on the list comes even close to competing with that.
I mean Somerville has a few nice spots, but c'mon.

Most of what’s in zip codes 07302 and 07310. Or on the map, what’s south of Hoboken, north of Liberty State Park, east of route 78, and west of the Hudson. Or in transit terms, areas in walking distance to the Grove Street, Exchange Place, and Pavonia Newport PATH stations.

Agreed. I think not inclusive of Journal Square and Heights.
