sorry but it isnt realistic to expect people to go pick up a delivery at someone else's address.
Agreed. I have had packages and other mail misdirected to my address. The proper thing for the recipient to do is return the package to the carrier that delivered it, who should then return it to the sender.

Exactly
That is what I have always done when I received a misdirected envelope or package.
Not to someone, but to other shipping company warehouse. For now, I found a friend of mine from NYC, I will cover UBER for him and he will check, so thanks for advices. I was hoping it will be cheaper then $200 for me to just ask the occupant if he/she received my package
Your friend can take the PATH train from NYC to Jersey City for $2.75.

Well yeah, but given the extremely remote chance that he is actually able to retrieve the package with 2 wakeboards, he is probably not going to schlep those around JC, onto the Path train, and then through NYC back to his apartment. With that said, I can't imagine how an Uber from NYC to JC could possibly cost $200 unless the OP is actually paying his friend to go do this.

Well, he could take PATH there, at least. Cut the Uber price in half that way.
Thanks, to all for help. I did find occupants contacts and phoned them, but they said they did not receive any packages. So it doesn’t meter if it was stolen or occupants doesn’t want to bring it back - I can do nothing here, I guess. Will send letter and ask for return as a last chance
