Depends on what your budget and needs are.

Otherwise, I'll launch into the big ones: Roommates, only eat at home or bring lunch in, don't buy a car, limit credit card spending, and limit things like cable television by watching movies and shows from the library and online.

Define near (1 hour by car?)
Define your space needs (studio? Five BR?)
Define any other requirements (good schools, nice restaurants, open space?)

Rockaway has a lot of different housing options. For 400k you should be able to get something like a 3br split level.

I work in Wharton. If you are looking for an hour commute, you are probably better off looking to the west of Wharton. There are really only three large highways that will get you into or near Wharton, Route 80 which I avoid like the plague. There is Route 15 which can also get traffic and Sparta along route 15 is really getting built up so I would not move past there.
You might want to look into Jefferson, Landing, Mount Arlington, Hopatcong, Byram, and Andover. You can at least drive around Lake Hopatcong to get to Wharton.
