When I would be out running errands and had my young son with me I would frequently stop at a bar for a drink and bite to eat and he would occupy the bar stool next to me. Never a problem.

Bottom line, it really depends on the bar and their policies. From my experience, any place with waiter service that has booths or tables away from the bar, will allow you to bring in children at any time. However, those taverns with bar stools only that attract a more rowdy happy hour crowd may give you a problem after 4pm. They probably would not want children taking seats of other paying customers during busy times. Of course there are places that have signs that say "21+ over, no exceptions". YMMV. Your best bet would be to just call the bar in question and find out what their policy is.

Eating at a table is no problem. Just sitting at a bar watching you drink is a problem!

You should go to Toronto. 18 to drink and never any problems unlike America. When I visited Japan when I was 15, I was served sake. The server said sake makes sashimi taste better. Never questioned my age nor there's a youth drinking problem in Japan.
