An EARLY pic of the GSP in Union NJ where US 22 goes around it,,, way before any commercial buildings etc were built on US22, I can tell by layout which roads are which,,, this was the concrete toll free part of the GSP built by NJDOT then the asphalt part is part of the toll road,,,

Morris Ave (NJ 82) is at the bottom going under both roads, VauxHall Rd is next overpass crossing over,,, US22 on the sides, WB at left, EB at right, GSP in middle looking NB

Then the other reality,,,, Even when the State tries to build new roads to improve driving and areas about 95% of the time people who "THINK" they are activists shout them down!
This is an article published today about how Newark residents stopped anyone trying to improve Newark,,,
similar happened with I-278, I-95 and other highways in NJ:

A highway could have connected routes 280 and 78. Neighborhood fight stopped it.

That isn't really unique to NJ. The Lower Manhattan Expressway that was envisioned by Robert Moses would have obliterated a LOT of real estate in Little Italy and other neighborhoods of Manhattan, and would have displaced thousands of people with nowhere else to go.

Absolutely familiar with that one also,,, it would have continued I-78 from the Holland Tunnel, some part of it underground across manhattan, then directly over the Willy, the Williamsburg Bridge and Then straight out towards JFK Kennedy Airport.

Used to even be some signs with I-78 near Kennedy Airport, and I heard there is a small very short unused underground part in Manhattan maybe just under one street that prob cost a gazillion bucks.
