I don't think there is any legal prohibition unless they specifically post a "no left turn" sign. Some roads even have a middle left turn lane for either direction to pull into and make a left when traffic dies down.

In my guesstimation, meaning I'm not a traffic LEO or anything, I think its fine to turn across it, not go over to pass someone.

Do it all the time, even in front of cops.

It is legal according to page 72 of the NJ Driver Manual.

You are allowed to turn left over a double yellow line. If turning left over a double yellow line was illegal, people would be forced to drive beyond their destinations, sometimes by many miles, including their homes.

From the NJ Driver Manual:
"Left turns, between Intersections: Between intersections, solid lines show when not to pass. However, theses lines may be crossed with care when entering or leaving driveways in business or residential areas."

For some reason, I cannot post the link to the NJ Driver Manual pdf.

I was wondering if this was actually serious question? Every day when I come from work (headed south) I have to cross the double line on the county road when veering left onto our lane. If that wasn't allowed I'd probably add another 20 minutes to my commute
