I think you gotta blame them a smidge. By your rationing it's OK for me to rob someone because I am broke and my kids need to eat. I mean the law is the law is the law...if they are breaking it (even if encouraged by greedy Americans or enticed by a life they can't fund at home) they should be held accountable.
