If you want condos in Paterson, look into the ones in Eastside Park (right on Route 20 about 1.5 miles up from the brand-new shopping center with the Lowe's store in Paterson). This area is good.
Paterson does have safe and nice places. But it also has its run-down parts as well. There's a thread on the New Jersey forum where a few of us (who actually know what we're talking about) break Paterson down and divide the nice areas from the bad areas (titled "Neighborhoods in Paterson"). Take a look at it.

I agree with part of your comment that there are good and not so good parts of Paterson, but your conclusion about the Great Falls area is absolutely incorrect - it is one of the better areas. Not so good as the single family homes on the east side which can be upwards of $750,000 in price and value, but not in anything like a high crime area. The City of Paterson actually has one of the lowest crime rates per capita of any major city, and the Great Falls area is at the low end of that. Over the past 15 years there has been more than $50,000,000 in new construction or retrofitting of historic mill structures. The State of NJ has designated part of the area as a state park with $10,000,000 in funds allocated for improvements, and Congress is likely to designate the same area as a national park similar to Lowell, Massachusetts.
Hamilton Heights on Marion Street is across the Passiac River from the Great Falls and is more residential. It had some crime related problems in the past, but a viable neighborhood association helped to obtain enhanced police supervision.
Both Cooke Mill and Hamilton Heights condominiums also have a secure fenced in yard with off street parking. You should really see both developments. Drive around the area, you will not see cars up on blocks, grafitti, open drug deals, just 1 and 2 family homes or commercial stores and residential buildings without bars on the windows.
The biggest problem in both areas is usually with parking, hardly the sign of a failed City or bad developments!
