On one side, it's "The Bush Administration" which immediately reduces the credibility of the bill.

On the other side, putting slots out to auction would help the companies who are financially secure to get more slots at the bigger airports, like JetBlue, Southwest, Virgin America, etc.

Depends on the carrier, who wins what, etc. One of the reasons Virgin America can't get into EWR is because a lot of the slots are being hogged up. Virgin America, for what you get, is a value. It's First-Class Seats in Coach, for just a little bit more than what you'd pay a "regular" carrier.

For that experience, I'll gladly pay the extra 40 bucks.
