I am renting an apartment in a 2 family home.When i moved in it was part of the lease that i pay the hot water for the 1 person upstaires.I had no proublem with this because i wanted to live here and for the area it was a fare rent.Now the person up staires has a friend living with them at least 1/2 of the month.Do you think it is fare that that person pay for part of the gas bill to cover the hot water used?

nope, if the basic deal changed and the other person is using hot water like showers, bath so it is not fair. The deal changed, so nicely I would try to speak my point, and work out something. Rules cant change without being discussed.
Discuss the terms with your landlord or owner of the property. If someone else is more than "visiting" it seems that you should be able to work something out.

I don't get it. 2 family homes usually have separate hot water heaters & meters. Sounds like it is a 2 family but has an added small apartment, if that's the case, is it legally an apartment?
I'd also show how much usage went up. If you do not have your bills saved you should be able to get a copy. Also look into seeing if you can view it online.
I can't imagine why you would pay for another tenant's hot water. The landlord might be interested that there's another part time tenant. I would notify him. good luck!
