Yes, I know that the actual beaches will be closed for swimming at this time of the year, but I just want a boardwalk beach scene atmosphere.

LI sound beaches in Connecticut are pretty crappy. Water is blech, algae. I used to go to beaches in Conn.. when I lived there..
But I agree about Long Island beaches, on the Atlantic being nice... doesn't Jones Beach have a boardwalk? or Long Beach, LI?

I can tell you that Long Branch has a good beach. Not Wildwood sandy clean but it's less shells to walk on compared to Sandy Hook. It's free so you don't need a beach tag. There's a couple of nice restaurants, Italian food markets, and other stores (that you could easily find in a mall). The public restrooms though are not well maintained (which might come almost as a shock because the rest of the beach front looks nice). So, if you ever eat there, take advantage of the restaurant restroom facility. Edit: I just went there this past Sunday and people were swimming even past 4:30.
But for what you're looking for seems to be the real boardwalk night life or mainly, lots of people and amusements. Among all the beaches that were mentioned, many of them are just beaches with beach houses, condos, few resort hotels, and stores/restaurants. Those basically are quiet restaurant nightlife. You really have to go beyond Monmouth County to find what you're looking for unless you want Keansburg which isn't really a real boardwalk fare; even with an amusement area and a waterpark. Pt. Pleasant is the only one that has the amusement/arcades/boardwalk/homemade candy/saltwater taffy fare. There's also the more crowded Seaside Heights which is 25 minutes away down further south, which has the bigger amusement rides on two piers and more boardwalk nightlife. It's like a miniature version of Wildwood's Morey Piers.

Not exactly on the boardwalk itself, but many of the motels/hotels are across from the boardwalk or a few blocks in walking distance. Call them ahead of time so you know what their room rates are.
I haven't stayed in a motel/hotel in Pt. Pleasant yet so I'm not quite sure what their room conditions are like but I'm sure it's about the same as all other private Jersey shore motels. Edit: Some rooms will be good depending on the owner and others might not be well-kept.

I've stayed in the White Sands, which by Jersey Shore standards is pretty nice... but it's VERY expensive. Way over priced IMO. The Jersey Shore is known for tacky little motels that cost way too much $.

The beaches are great this time of the year. They are not closed just no lifeguards. The water temp is about 75. Just be careful. I'll be at Bay Head beach on thursday enjoying the water and sand.

Bay Head is beautiful too!
I also love the beach more now than I do during the craziness of the summer.
Rose - I'd recommend checking Reviews of vacations, hotels, resorts, vacation and travel packages - TripAdvisor for recommendations on area hotels. You can defiantly walk to the boardwalk from most of the hotels in Pt. Pleasant Beach.
