It's true. They totally would put the potatos and veg back into pots and/or bowls for the next group. Very common practice for "family style" restaurants. Most diners and diner type establishments do the same with cole slaw and pickles that are not eaten and it is very common to do it with bread and rolls.

I've waitressed at many diners for extra $$ back in the day...butter, jams, jellies indiviually wrapped, yes....pickles, cole slaw, rolls no way..major Board of health violation

I remember working in a pizza place in my teens, I would be sent to the tables to get the leftover pizza and bread that people didn't eat. They then would resell it to the next dummy that walked in. Never mind when something fell on the filthy floor that just was picked up and given to you to eat with a smile. 
|

I only eat at places that i know the owners well enough I can walk into the kitchen at any time and thankfully any place I ever worked at did not have nasty disgusting policies like that, had they I would of been on the phone to the local board of health

Fromunda Cheese 
When I worked in deli... if the big roll of provolone fell on the floor in front of a customer..we just put in under the counter and after they left..it went back on the shelf - "From Under" cheese as in from under the counter
