You're actually looking at two fairly different areas of New Jersey. I've lived near Toms River all my life, and I went to Rowan University which is right next door to Mantua.
Toms River is in Ocean County, which is definitely one of the nicer areas of New Jersey. The crime rate in the area is generally low, and there's plenty of stuff to do in the area(during the summer anyway, as Toms River's a seaside town). I believe there's 3 or 4 high schools? I honestly couldn't tell you how it ranks compared to other high schools.
Mantua, on the other hand, is one of the more upscale towns in Gloucester County. Gloucester county is nice if you're looking for a quieter landscape as plenty of the surround area is farmland and open roads. It's not baron by any means, but not as developed as Ocean County. However, you have Philadelphia just a few minutes away for any of your needs. I believe the kids in Mantua go to Clearview Regional High School, which as far as I know is a decent school. A lot of my friends have gone there and they never said anything bad about it.
I have never lived in Toms River so I cannot comment on that area, however; I have a friend who currently lives in Mantua and has children in the Clearview Regional School system and this school system is a very sought after one. Mantua is a nice are, rural but very close to Phila as the above poster replied. I am moving to Mt. Royal, NJ in a few months, and it is a couple footsteps from Mantua. I have small children one of them special needs so I have researched the school and have found that they are excellent. Good luck with your decision.
I'm in Toms River, my kids graduated from Toms River East, I'm pretty sure that if you were located off Whitesville road the kids would be bussed to TR North- but I'm not certain (possibly TR South). All the schools are good, and all have good athletic programs if that is a concern.
I can't speak for Mantua at all. Good luck with your decision.
