NJ is expensive, but as home prices fall (they're expected to fall 25% in 2009 alone) I expect rents will also fall, so you may have more options next year. Keep looking and don't lose hope - so many people are getting fed up and disgusted with NJ and leaving for other states, we need people like you who want to move back to NJ!
1) all Alpha cities - the only 4 "12 point" cities in the WORLD
2) all *incredibly* expensive, I'd almost bet NYC is the cheapest of the 4
You pay a premium to live near these cities. It does not matter that NJ is another state.
Does corruption and fiefdom contribute somewhat to the cost? Absolutely. But the main reason is the old saying "location, location, location".
Two words: supply & demand (oh, and also add "corruption" as MPBsr mentioned!)
I agree with supply & demand. As per corruption, nearly all state have it to varying degree, and NJ isn't exactly topping the list.
